R3 routinely assists jurisdictions with Proposition 218 related issues in support of the review and adjustment of rates.

We have managed CEQA and NEPA documents for major landfill expansions, the development of Material Recovery Facilities (MRFs), Transfer Stations, Automobile recycling facilities and similar projects.

For many of these projects, R3 staff members have been responsible for the preparation of land use permits applications, storm water pollution prevention plans, and solid waste facility permits. R3 staff members also managed a broad-based environmental permitting program for a waste-by-rail intermodal loading facility operated by the Los Angeles County Sanitation Districts in Imperial County.

Our solid waste permitting and environmental impact assessment services include the following:

  • Managing programs to obtain land use, storm water, biological resources, grading and other permits;
  • Conducting peer reviews of previously prepared documents;
  • Preparing land use permit applications, storm water pollution prevention plans, and solid waste facility permits; and
  • Organizing public meetings, hearings and inter-agency coordination with a variety of state, regional and local agencies.
