
Steve Harriman

Steve Harriman brings over 35 years of experience in the fields of solid waste management and public works infrastructure finance, operations and maintenance. Steve was a founding member of R3 Consulting Group in 2002, and his career includes significant public and private sector experience. He served as the Public Works Operations and Maintenance Division Manager for the City of Rancho Cordova for the past 10 years, which included management of the residential and commercial waste collection and recycling programs, the Citywide street sweeping program, the urban forest program, and oversight of the Matthew Kilgore Cemetery. Steve also served as Integrated Waste General Manager for the City of Sacramento, serving over 125,000 residential solid waste customers. He spent four years in Puerto Rico on a consulting engagement with the Infrastructure Finance Authority working on the privatization of the island-wide water and sewer utility. Steve started his career as an Associate Solid Waste Planner with the Sacramento County Department of Waste Management and Recycling, where he managed the implementation of the 3-cart residential program for over 165,000 customers.
In 2025, Steve re-joined R3 as a Senior Director and is focusing on assisting local agencies with competitive procurement of solid waste services, contract negotiations, program implementation and monitoring, and long-range strategic planning to ensure regulatory compliance and delivery of cost-effective solid waste and street sweeping services.
